How to Comply with CPSC eFiling

Mark your calendar tightly: July 8, 2026 is the new hard deadline for all USbound consumer goods.
CPSC and CBP have jointly rolled out a mandatory electronic filing system (eFiling). From that day on, no eFiling = no entry.It doesn’t matter how good your product is — if you don’t submit the digital compliance data in advance, your goods will be rejected, detained, or fined directly at the port.
Gone are the days of “bring paper certificates when checked.”US customs is moving from post-clearance spot checks to pre-clearance digital verification.
1. What Exactly Is CPSC eFiling?
In plain English:eFiling = mandatory digital filing of CPSC compliance certificates
- Before: You kept paper or PDF CPC/GCC certificates “on file” and only showed them if customs asked.
- Now (July 8 onward): You must upload key compliance data to the ACE system before arrival.The system automatically checks it. If missing or wrong → no clearance, direct hold.
This is a digital gatekeeping system to improve traceability and raise safety standards before goods enter the US.
2. Which Products Need It? (Almost Everything)
It covers ~600 HS codes and 15,000+ consumer products, including:
- Children’s products: toys, kids’ clothes, cribs, pacifiers, furniture
- Small home appliances: chargers, adapters, kitchen electronics
- Furniture & home goods: tables, mattresses, curtains, carpets
- Sports & outdoors: fitness gear, bikes, scooters, skates
- Cosmetics & personal care: hair oils, skincare, wash-off cosmetics
Important:NO EXCEPTIONS for samples, small batches, or low-value goods.Even Section 321 / low-value shipments must file.
You can use the Regulatory Robot tool on CPSC’s eFiling page to check your ASIN, product name, material, HTS code, and user group.In short: over 90% of your consumer goods exported to the US are covered.
3. 7 Core Required Data (Missing Any = Rejection)
You don’t upload the full report — only these 7 critical items:
- Product ID: model, SKU, UPC, or GTIN
- Citation Codes: applicable CPSC standards (ASTM F963, CPSIA, 16 CFR etc.)
- Date of Manufacture: production date or batch
- Place of Manufacture: full factory name & address (must match certificate)
- Test Date: most recent lab test date
- Testing Laboratory: CPSC-accepted lab name + accreditation number
- Point of Contact: US-based contact person for traceability
4. Two Filing Methods
Method 1: Full PGA (Best for small sellers & one-off shipments)
- Prepare 7 data points + valid CPC/GCC
- Send to your customs broker
- Broker enters everything into ACE
- System auto-verifies
- Approved → get receipt
- Arrive → clear normally
Method 2: Reference PGA (Best for regular, stable shippers)
First: One-time registration
- Enter 7 data points into CPSC Product Registry
- Get 3 IDs: Certifier ID + Product ID + Version ID
Then: All future shipments
- Send only the 3 IDs to your broker
- Broker links IDs in ACE
- System auto-pulls records
- Fast approval, less mistakes, peak-season friendly
5. Key Timeline
- July 8, 2026: Mandatory for all US imports
- Jan 8, 2027: Includes Foreign Trade Zones (FTZ)
- Before July 8: Voluntary period — highly recommended to test & register early to avoid July chaos.
6. Severe Consequences of Non-Compliance
- No filing: Cargo detained, stuck at port, $100–$500/day demurrage
- Wrong/inconsistent info: Warning + physical inspection, delay 2–10 days
- False filing: Civil penalty up to $120,500 per case
- Non-compliant products: Seizure, recall, permanent brand damage
7. 5 Steps You Must Do Now
- Review your product list & HTS codes
- Confirm valid CPC (children) or GCC (general)
- Organize the 7 required data points in advance
- Choose your filing method (Reference PGA for frequent shippers)
- Confirm your broker has ACE eFiling access and test in advance
8. Common Misconceptions Clarified
- Samples must file: No minimum-value exemption (including Section 321)
- Only upload data, not full reports: But reports must be valid and traceable
- Certification rules unchanged: eFiling is just how you submit, not what you test
- Chinese labs are allowed: if listed as “Accepted” on CPSC’s official site
